Elyria shooting victim's sister speaks up, concerned about retaliation

ELYRIA, Ohio – Shayla Brown is looking for justice after her brother was shot multiple times in her front yard on Clark Street in Elyria last weekend.

It all began with a fight between Shayla and another woman.

“I turned to walk away, within two seconds we hear multiple rounds being fired,” according to Brown.

Levi Webb, 26, was identified as the shooter by Elyria police. He fled the scene but was later arrested.

“None of us realized he had his hand in his pants the entire time,” according to Brown.

Webb was accused of felonious assault and using weapons while intoxicated.

He was arraigned on Monday.

Webb’s bond on the felonious assault charge was set at $50,000.

The bond for using weapons while intoxicated was $10,000.

Webb has paid both bonds and is now out.

Brown believes that several additional charges should have been filed but were not.

“If other charges had been filed initially, his bond would have been even higher. “Making it a little more difficult to get out,” explained Brown.

Webb is involved in other criminal cases as well. Back in February, he was charged with aggravated menacing.

He also posted bond in that case.

“He has a violent past,” explained Brown. “We are scared that he is going to get off.”

19 News spoke with Elyria Police, who told us that while these are preliminary charges against Webb, they believe more will be added as the investigation continues.

“You shoot someone three times, two of the bullets strike my brother, and then you leave two days later. “It’s almost as if the victim doesn’t matter,” says Brown.

19 News also reached out to Elyria Municipal Court. They informed us that Webb is out, but his bond was set higher than usual. They also stated that he must follow a number of conditions, including not being within 500 feet of the victim’s property, having no contact with the victim, abstaining from drugs and alcohol, and not possessing or using a firearm.

“I just don’t want this situation to escalate,” Brown informed me.

Brown stated that her brother has undergone surgery but still faces a long road to recovery.

Webb’s next court appearance is scheduled for Monday, at 2 p.m.
