Couple Arrested on Charges of 'Hot-Boxing' in Car with 2-Year-Old Boy in Backseat

A New York couple was arrested in Miami after allegedly smoking marijuana in a closed car with a 2-year-old boy inside.

Phillip Fraisar, 36, and Kasey Renee Buckmann, 27, were arrested on Sunday, August 31, according to court documents obtained by PEOPLE. They were both charged with one count of child abuse (no harm).

Buckmann was also charged with possessing marijuana. Fraisar was additionally charged with one count of felon in possession of a firearm. He had previously been convicted of criminal possession of a weapon in New York in 2015, according to Local 10 News.

Around 9:20 p.m., a passerby allegedly discovered them smoking marijuana and drinking tequila in a parked car with Fraisar’s toddler in the backseat, according to Local 10 News, citing arrest reports. When authorities arrived, Fraisar had left the car, but Buckmann and the toddler remained inside.

“The marijuana smoke filled the vehicle, as is commonly referred to as hot-boxing,” the Miami Police Department stated, according to the outlet.

When Fraisar returned, authorities allegedly found a pistol in the glove box and a “large clear bag of marijuana” tucked under the driver’s seat, according to Local 10 News. The pair was apprehended outside the Clevelander Hotel in Miami.

Fraisar was held on a $1,000 bond but has since been released. Buckmann was also released, according to court records.

They are both scheduled to be arraigned in court on Tuesday, September 30, at 9 a.m.

A Miami Police Department representative did not immediately respond to PEOPLE’s request for more information on Wednesday.
