Lorain, Ohio  – James McCann, the city of Lorain’s police chief, abruptly announced his retirement after an investigation revealed that he had made veiled threats.

On June 23, Lorain Safety/Service Director Rey Carrion released the findings of an investigation, which determined, “On or about November 18, 2024, McCann reportedly told Detective Payne that he wished he was a ‘dirty cop’ because he ‘needed someone taken care of.'”

That day, McCann submitted his letter of retirement, which is “irrevocable” and “not subject to rescission” and takes effect on September 15, 2025.

In a letter to McCann, Carrion stated that his actions were taken while on duty and brought “the department’s image into disrepute.”

He also determined that McCann violated the department’s ethical and professional conduct standards.

McCann received a letter of discipline for his actions.

On June 23, McCann, Carrion, and Lorain’s Law Director Patrick Riley signed an Agreement and Release and Waiver between the City and McCann, which stated the following:

The city of Lorain will waive McCann’s one disciplinary suspension, and he will be assigned administrative duties as directed by the Safety/Service Director, with full pay and benefits until his retirement date.

McCann agreed not to seek or reapply for employment with the city after retirement.

If the city receives a request for McCann’s employment history, only the dates of employment, salary, and letter of retirement will be provided.

All inquiries regarding McCann’s separation will be directed to the Safety/Service Director, who will state that it was a voluntary retirement.

The city of Lorain also issued a memo to recognize McCann’s 34 years of service.

It claims that he made the city safer, brought cutting-edge technology and specialized units to the department, and formed partnerships with community leaders.
