The recently arrested mother of a long-missing and presumed dead Texas boy is facing another felony charge in the Lone Star State.
Cindy Rodriguez Singh, 40, was arrested in late August on an outstanding charge of capital murder of a person under the age of ten, following years of allegations against the defendant.
Singh is the mother of Noel Rodriguez-Alvarez, a 6-year-old disabled boy from the Fort Worth suburb of Everman who vanished without a trace in the autumn of 2022. Authorities quickly determined that the child had most likely been murdered. Singh was indicted on murder charges in October 2023, just over a year after he was last seen alive.
On Monday, a Tarrant County grand jury indicted the accused mother on one additional count of failing to provide proper care for her child.
According to an email from a Tarrant County District Attorney’s Office spokesperson, the additional charge is a second-degree felony. As previously reported by Law&Crime, Singh was already facing two counts of child injury and one count of abandoning a child with no intent to return.
According to jail records, Singh was booked by Tarrant County authorities on August 21 on a murder charge and one count of repeat offender DWI.
Her arrest came less than a month after she was added to the FBI’s “Ten Most Wanted Fugitives” list, becoming the 537th person to receive that honor.
Since November 2022, various witnesses have told law enforcement versions of stories — always attributed to Noel’s mother — that claim to account for the beloved little boy’s whereabouts. These accounts and concerns alerted law enforcement to the Singh family’s situation. However, charges were not filed until much later.
Then the family left the country.
Law enforcement learned. Rodriguez-Singh boarded an international flight with a layover in Turkey bound for India, just two days before an Amber Alert was issued regarding Noel’s disappearance. According to authorities, the defendant was accompanied on that flight by her six other children and current husband, Arshdeep Singh.
Several theories, such as human trafficking, supported the idea that the boy was still alive. However, those lines of investigation were quickly abandoned in favor of the theory that he was murdered by his mother.
Noel’s body has yet to be located. The cause of his presumed death is unknown, as is a potential motive – though occult explanations may be used in a criminal trial. Overall, there has been no physical evidence in the case, at least in terms of what has been shared prior to her capture.
Noel suffered from a variety of ailments that necessitated care and patience. The extended family had not seen him in months when law enforcement became involved. When contacted by police about her missing son, Rodriguez-Singh stated that the child had been living with his biological father in Mexico since November 2022. Detectives later discovered that was not the case; the boy’s father was deported before he could meet his son.
Eventually, all evidence pointed to intentional homicide.
According to Dallas-based Fox affiliate KDFW, Child Protective Services has filed a concurrent civil case in Texas. The case seeks to terminate Singh’s parental rights to her six other children. Singh appeared in family court last week for a hearing on the previously sealed dispute.
The defendant’s next court appearance for her criminal case is scheduled for September 18. Singh is currently detained at the Lon Evans Correctional Center on a $10 million bond.
