A new ordinance in Lorain may make it illegal for homeless persons to camp on public grounds

Lorain, Ohio – The unhoused in the City of Lorain sleep on the streets, in parks, and other public areas. That reality has prompted calls for action to reduce the number of homeless people seen on the streets.

Calixto is one of the many people sleeping on the streets of Lorain. He’s been homeless since 2016.

“The only place I can sleep is on the sidewalk. Cops have harassed me. “There’s nowhere to go, and I don’t know what to do,” he explained.

He admits to having mental health issues and taking medication, but the bottom line is that he doesn’t have a place to live. He has mixed feelings about a proposed ordinance that would penalize homeless people for sleeping in public spaces.

Mayor Jack Bradley/City of Lorain says the ordinance was proposed by the law department.

“Lorain is a compassionate city. We’ve made numerous attempts to assist people experiencing homelessness in our community. We plan to build a permanent supportive housing complex at 21st and Broadway in Lorain. It will be a 63-unit facility that will provide people with more than just a place to live.

The new shelter is set to open in late 2026.
