North Carolina Traffic Rule 2025 Update Understanding the Right Turn on Red Rule

In North Carolina, the right turn on red (RTOR) rule allows drivers to make a right turn at a red light, but only after coming to a complete stop. Before turning, you must yield to all pedestrians and oncoming traffic, ensuring the intersection is completely clear of vehicles, cyclists, and people crossing. This rule is in effect at most intersections unless a posted sign specifically prohibits right turns on red.

A critical update to the law is that right turns on a red arrow are strictly prohibited. Since 2012, North Carolina law has made it illegal to turn right when facing a red arrow, even if you have stopped and the intersection appears clear. Violating this rule can result in a ticket and a fine.

If you fail to stop completely, turn where a sign prohibits it, or do not yield to pedestrians or oncoming traffic, you may receive a civil infraction with a $50 fine. This violation does not add points to your license or affect your insurance, but more serious penalties can apply if you cause an accident or fail to yield the right-of-way.

Special exceptions may apply at intersections near schools or in areas with heavy pedestrian traffic, where additional restrictions or signage may be present. At a flashing red light, you must stop and yield as you would at a stop sign, but standard RTOR rules still apply unless otherwise posted.

You may turn right on red in North Carolina after a complete stop and yielding to all other road users—unless a sign or a red arrow prohibits it. Always check for posted signs, follow right-of-way rules, and drive defensively to ensure compliance and safety.
